USCCR Releases Report on Language Access for Individuals With Limited English Proficiency

The U.S. Commission on Civil Rights has released its report examining language access for individuals with Limited English Proficiency (LEP). The report was unanimously approved by a bipartisan group of Commissioners and formally transmitted to the President and Congress as part of the Commission’s responsibility to advise the nation’s leaders on civil rights matters.

This report, led by Commissioner Glenn D. Magpantay, is the culmination of a year-long investigation that examined the extent to which language barriers impact access to essential government services and healthcare for LEP individuals. The Commission assessed how federal agencies and recipients of federal funding provide language access, where gaps remain, and best practices for strengthening interpretation and translation services.

The investigation began with a briefing held on March 21, 2025, during which the Commission heard testimony from subject matter experts such as language access researchers and attorneys, federal and state government officials, community advocates, and directly impacted individuals.

“Every day, people make important decisions in doctor’s offices, schools, government agencies, and other settings that affect their health, family, and future. No one should be forced to make those decisions without fully understanding what is being said or what they are being asked to sign. This report makes clear that language access is about dignity, fairness, and equal access,” said Chair Rochelle M. Garza.

“Millions of Americans rely on essential government services and federally funded programs, yet too many face unnecessary barriers simply because English is not their first language. This report, and our unanimous bipartisan recommendations, will ensure equal access for all Americans,” said Commissioner Glenn D. Magpantay.

The report includes formal findings and recommendations designed to inform federal policy and strengthen enforcement of civil rights protections for LEP individuals.

Government of Antigua and Barbuda Approves National Policy Initiative Establishing Spanish as the Nation’s Official Second Language

The Government of Antigua and Barbuda has approved a major national policy initiative to formally establish Spanish as the country’s official second language, marking a transformative step in the nation’s long‑term educational, cultural, and economic development strategy. The decision, outlined in the Cabinet Notes of May 13, 2026, reflects the Government’s commitment to strengthening multilingual education, deepening regional integration, and expanding opportunities for citizens in an increasingly interconnected Caribbean and Latin American environment. 

Under this new policy direction, the Cabinet has mandated the Ministry of Education, Science and Technology to begin restructuring the national curriculum at the preschool, primary, and secondary levels to ensure that Spanish becomes a core subject throughout the education system. The comprehensive curriculum shift is designed to build sustained national bilingual capacity, equipping future generations with the linguistic skills needed to better participate in regional trade, tourism, diplomacy, and cross‑border collaboration. 

The Cabinet emphasized that the initiative aligns with Antigua and Barbuda’s expanding regional and international engagement, particularly given the country’s longstanding cultural, historical, and people‑to‑people ties with the Dominican Republic. The Dominican community has played a significant role in national development, and the Government noted that strengthening Spanish language competency will further enhance communication, social cohesion, and mutual understanding between the communities. 

As part of the broader policy package, the Cabinet also approved the Dominican Republic Integration Programme (DRIP), a comprehensive framework aimed at deepening economic, cultural, and institutional linkages between Antigua and Barbuda and the Dominican Republic. DRIP is expected to facilitate smoother trade and investment flows, expand cooperation in tourism and education, and provide structured support for Dominican nationals residing locally. Through targeted policy measures and collaborative initiatives, the programme will promote inclusion, improve access to services, and strengthen bilateral engagement. 

To further support Spanish‑speaking residents and enhance government‑community communication, the Cabinet approved the establishment of a Spanish Desk within the Office of the Prime Minister. This dedicated unit will serve as a direct point of engagement for Spanish‑speaking individuals, helping to improve access to government services, streamline communication, and support broader integration efforts. 

The Government reaffirmed that this national policy initiative to officiate Spanish as the official second language reflects its commitment to inclusion, education, regional cooperation, and long‑term national development.

European Commission Appoints Marcin Stryjecki as Director in Its Directorate-General for Translation

The European Commission has appointed Marcin Stryjecki as Director for Translation within its Directorate-General for Translation (DGT). This department provides the European Commission with high-quality translations of written texts and other language services in the EU’s 24 official languages. The date of effect will be determined later.

Marcin Stryjecki, a Polish national, is currently Head of Department for English Translation and Editing Services in DGT. Previously, he served as Head of the Polish Language Department and Head of the Portuguese Language Department within the same Directorate-General. Earlier in his career, he also held the position of Head of Unit in charge of translation services in various EU policy areas in DGT. Before joining the European Commission in 2003, he worked in both the private sector and academia.

With over 30 years of professional experience, Mr. Stryjecki has built a strong track record in managing large multilingual operational services and coordinating high volumes of complex translation files. He combines extensive expertise in quality management with strong strategic and organizational capabilities, notably through the development and implementation of quality assurance and quality enhancement frameworks within the European Commission. He has played a central role in defining and delivering service-wide strategies and action plans, while demonstrating proven management skills in workforce planning, talent development, performance management and the efficient allocation of resources across teams with differing workloads and linguistic demands.

He also brings substantial experience in interinstitutional coordination and stakeholder engagement, including close cooperation with the translation services of other EU institutions and sustained collaboration with national language authorities, universities and professional associations. His career path reflects a strong ability to combine strategic direction with operational execution, providing a solid foundation for heading the Directorate for Translation.

US Department of Labor Reinforces English Language Proficiency Requirements for Foreign Workers Operating Commercial Motor Vehicles

The U.S. Department of Labor’s Office of Foreign Labor Certification has issued sub-regulatory guidance in the form of frequently asked questions (FAQs) to clarify the information employers are required to provide when seeking foreign workers who will be engaged in the operation of a commercial motor vehicle.

Specifically, the FAQs now clarify that all job orders and applications for temporary or permanent labor certification for positions which would require foreign workers to operate a commercial motor vehicle must include an English language proficiency standard that is consistent with established federal requirements.

Requiring inclusion of the English language proficiency standard in job orders and labor certification applications aims to address two critical issues. First, the department is committed to ensuring the safety of both commercial motor vehicle operators and American drivers. Second, in issuing this guidance, the department seeks to do its part to advance two impactful White House Executive Orders: Enforcing Commonsense Rules of the Road for America’s Truck Drivers and Designating English as the Official Language of the United States.

“Holding employers to existing English language proficiency requirements is critical to keeping Americans safe on our roads,” said Acting Labor Secretary Keith Sonderling. “At President Trump’s direction, the Department of Labor is doing our part to ensure that foreign workers possess necessary English language skills to safely operate commercial motor vehicles.”

Under current regulations, the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration has implemented regulations that prohibit individuals, including foreign nationals, from operating a commercial motor vehicle unless they possess the necessary qualifications, including the ability to read and speak English sufficiently to understand traffic signs, communicate with the general public, respond to official inquiries, and make entries in reports and other records.

While the Federal Motor Carrier Safety Administration is primarily responsible for enforcement, the department’s Office of Foreign Labor Certification also ensures that employers include the required skills, qualifications, and certifications for job opportunities involving commercial motor vehicle operation, which includes English language proficiency. Although a significant portion of the regulated community already complies with this federal requirement, the department wants to ensure uniformity among all employers seeking to hire foreign workers as commercial motor vehicle operators, helping to ensure maximum safety for America’s roadways.

“As part of our responsibility to review job orders and labor certification applications for compliance with federal law, the Department of Labor ensures required qualifications – such as the English language proficiency standard — are clearly stated in employer filings,” said Brian Kennedy, director of the Office of Foreign Labor Certification’s Office of Immigration Policy. “This helps promote safety for everyone through regulatory compliance while ensuring clarity and consistency for workers, employers, and federal partners.”

If employers fail to include the required English language proficiency standard, the Department of Labor will issue the employer a “Notice of Deficiency” and pause processing of the labor certification application until the employer corrects the filing, as outlined in the FAQs.

Screening and testing for English language proficiency remains the responsibility of the Federal Motor Carrier Safety Administration and, for foreign workers seeking visas, the U.S. Department of State, which conducts its own proficiency assessments during visa interviews.

Implementation of these FAQs will be delayed by a period of 30 days following their publication on May 14, 2026, to allow the regulated community time to review and will be applied prospectively to filings thereafter.
